bad wmv compression from transformed DV-Pal?

Hi.

Now I have this problem with a wmv-8 compression from a DV-Pal file. The original DV-Pal file that I'm compressing is 720 x 576. I resize, crop and compress it with the wmv-8 -format. However, all the movements in the transformed and compressed movie seems very twitchy, there is no smoothness in the movement, like in this example:

Why is this? Is it that in Vegas 5 when you first shrink the size of the project and then enlarge the movie by cropping it, destroy the quality of the project?
I have to ask again, is there any other program that can do this resize and crop thing better than Vegas 5?
Os does it have something to do with the compression only?

Oh and another thing the lack of sharpness in the movie of the link above, does that have to do primarily with the bit -rate or is it something else?

The twitchyness is mainly arouund the head area right, when the man stands up. It looks to me like it changes from every time I play it. The twitching is never exactly the same. Is this what you see also?

Based on that, I'd guess it's a decoding issue. The wmv codec have a hard time decoding something, I don't know what. It could be that it's a non-standard framesize. Or, some setting you've made, don't know which. I'm guessing here.

Lack of sharpness will occur in any of these very compressed formats. Bit rate does matter - the higher, the better the flow and sharpness. So does the quality of the original media. There are some tweaks if you go into custom upon rendering, for example the video smoothness slider. Experiment some more there.

Hmm yes, some very good tips, they helped. But I think the main reason for the poor quality lies in the DV original. I came to this conclusion when trying another DV original from the same batch with similar settings. But hey. I'm only guessing too =)
