It's not bbc (whatever that is), it's HTML. You can also use HTML tags for bold and italic.

Just out of curiousity, why %7Ewvg instead of ~wvg ?

Nope there really is such a thing as BBCode and it is fairly common for forums, which is why I asked the original question and just used the [ ] brackets.
