This is an old how to video, but a couple of high school students did it. I'm amazed at the size of the green cloth that they used. I'm always reminded of this video when I see threads on green screening.

Edit: And to answer your question, the whole green screen effects can be done soley with Vegas, and as you'll see in my tutorial, I have about $50 worth of supplies (screen and lights).
