Better Quality with MPEG2 MC Encoder for VV4

I have VV3. Is it true the quality in the mpeg-2 encoder is better on vv4 than with the mpeg-2 encoder in vv3

I don't think so. The version of the encoder that ships with V4 is 1.1, which I believe was the same one that shipped with VV3. There's talk of version 1.4 of the MC encoder, but MC has already stated that they will release their standalone encoder before any plug-in version, so who knows when that will be.
