Bezier Tracking Overlay (Vegas Movie Studio 16, Windows 10)

The first picture is the important one. The other one is the video on bottom.

As you can see, I included the Picture-in-picture add-on to the other video I wanted to overlay but no matter how I arranged it, it would not let me use the Copy Motion Track to PiP function. I've been trying to sort it out for an hour and still nothing. What am I missing?

FOLKS! I DID IT! Alright, so what I did, after rearranging the clip order a couple times, was to try it a few more times and do some random things differently until it worked. I still don't really know what I did, I think I applied the Picture-in-picture add-on to both clips and alternated between which ones were active and which clips were on top until it worked. OK. So... then I adjusted the crop size of one the clip that I wanted to overlay onto the clip that had tracking on it, used the Picture-in-picture plug-in to zoom out and make it the size I wanted, and then, since Copy Motion Track to PiP had already somehow magically worked, I just let the clip run and it freaking worked! Now I have a really crappy video of a woman juggling the Tourettes guy's head!
