First, to make the 30 second vid of a still...
Drag the Still image out to 30 seconds in length. Done.

Bitrate matters if you are encoding to MPEG2, but I'd recommend you use the templates found in File/Render/MPG2/DVD NTSC.

have no video recorder, is there a way to do it through vegas?

You treat a photo in Vegas the same way you do a piece of video. Not sure why you think you need this "video recorder". I think you are completely misunderstanding this and making it far more complicated than it really is.

That still photo - It's on your computer right? Import that still photo into Vegas. Place it onto the timeline. Drag the event to the length you want.

Done.

sweetpea, visit the www.vasst.com/login.htm page, click on the Tutorials button, go to the VASST tutorials. You'll find a tutorial there for Pan/Crop. This will show you what to do.
