Bitrate for youtube

What should the target bitrate be for uploading HQ (not HD) videos to youtube? My videos are usually either 640x480 or 720x480, at 30fps.

Because bit-rate is highly dependent on codec there is no recommended or minimum value. Videos should be optimized for resolution, aspect ratio and frame rate rather than bit rate.

For wmv files, go for 2.5M or 3M.
