It's recommending a 2 pass variable setting with an upper limit of 46150. Is there any point in that if the source material is 25 mbs m2t?

No, there isn't much point in setting it to 46150, in fact, that's higher than the Blu-ray maximum video bitrate.* try 2-pass - max=30000 avg=25000 min=20000.

* BD discs have a maximum data transfer rate of 54 Mbit/s, a maximum AV bitrate of 48 Mbit/s (for both audio and video data), and a maximum video bitrate of 40 Mbit/s.

Thanks for the reply John. same question though; Is there any point in re-encoding at a much higher bitrate than the source material? Will I see any benefit?

You'll see less loss. That's the benefit.
