Blur Edges of Insert

I know this is easy but for the life of me, I can't remember how I did it before. I have a 1/4 frame in the upper left corner and want to blur the edges. What is the easiest way to do that?

BUMP - Perhaps I didn't explain this very well. I have a PIP in the upper left corner of the screen (about 1/4 frame) and I want the insert to have feathered edges. We do this in Toaster all the time and I have done it in Vegas B4, but I can't remember how. Any suggestions?

Border filter set to "Blur Edges" or "soften edges" I can't remember the preset name.
Be sure to toggle the filter to Pre position.
