Blur effect

I have been looking for software that makes it easy to add a blur to certain parts of a video such as someones face, is Sony Vegas Movie Studio 9 Platinum Pro Pack pretty good for this?

To make it even simpler, you can also look at the Pixelate tool in Video Essentials at newbluefx.com.

VMS has a pixelate FX, and possibly the Gaussian FX will do the job (dupe the video and then use cookie cutter to isolate the blurs to the section you want).
