Are you saying you've added Scene Markers to a video on your timeline?

If you've got several Scene Markers on a video, your jump-to-next-scene feature on your DVD player should work.

For example

I have two videos I drag to my menu (so I have two chapters each with one scene) Each has a scene/chapter marker at the start.

While I am playing the 1st video, I cannot skip to the start of scene 2.

If I burn this a a DVD it works perfectly. But not as a Blu-Ray.

This is not correct. you actually have two titles each with only one chapter. Whether or not you can jump to the next title depends on the player. To be certain to get the effect you're after you'd need to do one of the following:

1/ Compile both sequences as a single title and insert a chapter marker between them.
2/ Add the two titles to a Music/Video compilation - which will automatically put a chapter mark between them.
3/ Add both titles to a Playlist.
