like when somebody gets knocked out, and they wake up (like your viewing it from thier prospective), everything is blurry, and starts to come into vission with some eye blinks or something...
and 2nd, blurring out something like nudity.(censoring)
There are several different blur effects. The Radial Blur might be particularly interesting for this as it allows the center to be clearer and then get progressively blurrier farther away (like tunnel vision). You can set keyframes at the eyeblinks to progressively lessen the blur.
For spot blurring, you can place the video on the timeline twice, once above the other, apply the blur to the upper track, and use the cookie cutter to mask a small portion of it. Only the part masked will show on top of other, unblurred track. Use track motion on the upper track to move the mask around as the subject moves. You can repeat this additional track as many times as necessary to obtain multiple "censored" areas.
