Border on cropped clip

Is there a way to border a clip that's been cropped in pan/crop?
I always get a full raster border, not a border around the edges of the cropped image.

or, is there a way to change the angle of cookie cutter shapes.

I'm trying to create a diagonal soft edged image cropped out of a larger scene

In the Border FX dialog window, to the left of the timeline at the bottom is a triangle. Click it to make it point to the left.

This is the pre/post toggle. Pointing to the left means "apply the effect then do the pan/crop". Pointing to the right means "do the pan/crop first then apply the effect".

You want to apply the border to the original photo, then (probably) zoom out using pan/crop. So pointing left should do it.
