Broadcast commercial distribution?

I've been editing video in a 250/hour production house for years and I'm thinking of doing my own video work now. I've been using Vegas 4 and I'm wondering if the mpeg-2 encoder in 6 is better. I'd like to use DG Systems for distribution. They will soon have an ftp set up to upload finished spots to them, which they it turn distribute to tv stations..
Here's what they call for in specs:
Encoding MPEG-2 min 10 Mb/s, max 25 Mb/s
Chroma Min 4:2:0, prefered 4:2:2
I couldn't find settings like this in the encoding options on Vegas 4. Do they exist on 6? Thanks for any input!!

What template are you using? The default template for MPEG-2 in V5 allows 15 Mb/s as the maximum, but if you use any template that's designed for a DVD, then your maximum will be 9.8 Mb/s.
