I see what you are saying. Is the noise only applied to the transparent parts of the image (alpha channel is working correctly?) What is the source file? Is it a PNG overlay or some kind of video?

What are your project and render settings?

noise is applied only to white parts of video (circle, square) project settings default (vegas 18 btw) but with 3d mode red/cyan
and render settings is just default 1080p 60fps mp4 avc.
Don't know if it happend before...

I think I will just don't use noise

This is strange...

You may need to render in higher bitrate. Noise is considered detail by codec. Try increasing maximum bitrate value if you use VBR or just higher value for CBR.

Also, checking "deblocking filter" will help with the pixelation but it will give more blur.
