The problem appears to be local to my set ups. Vegas has to be installed by an administrator, but MXF is not showing up to user accounts. It does show for admin. I am going to completely uninstall and try a reinstall to see if that fixes the issue.

Maybe I don't understand this issue -- I can render MXF files to a hard drive in 9.0d -- my MXF files are not native XDCAM files -- is that the difference?

The reinstall solved the issue and all is well. It was a mistake in the way the install wrote the registry. Not a Sony problem but a network security issue here.
