Burning Blu-ray Movies with lower MBPS

The standard templates for burning Blu-ray are limited to 8 Mbps and 25 Mbps. My projects range from 1.5 Hours up to 2.5 Hours in length. I need a template in the 20 Mbps range is there a way to create a template for burning Blu-Ray MPEG-2 at 20 Mbps on a Blu-ray?
