I purchased my copy of Vegas 3.0 a couple of months ago second hand. The seller contacted SoFo and informed them of the sale and the switched the license over to me over the phone. Pretty painless, and I was able to upgrade to Vegas 4 the same day!

Not sure if this policy has changed since Sony took over though...
