Can a DV project be HDV ready?

Can I create a Vegas project using the standard NTSC DV template using only hi-res photo stills and then later change the project properties to an HD template? I intend to pan/crop, track motion and some masking. (I tried changing an old DV photo project to 720-30p)

This weekend I started looking into HDV, and I realize it will be a while before a get up to speed. But I still want to start editing.

In a word Yes.
I've used uncompressed 1080 to render out a stills project. Be prepared for HUGE file size of course. I can see no reason though why you couldn't change the project to a HDV template and render out using the CF DI codec.
Alternatively you can render straight from a HD project to WMV 720 or 1080 or frameserve to Recode.
