Not in Vegas.
TMPGEnc can do it but that costs about USD 70.
Still very good value, lots of people here us it.

I forgot to mention in my original post that the mpeg2 clips were originally rendered in Vegas. I don't know if that makes any difference or not.

Farss is right, there is a program called the Tsunami MPEG Encoder otherwise known as TMPGEnc which has a set of MPEG tools that will join MPEG files without re-encoding. You can download a 30-day trial and see if it works for you. When you get it, just go to File / MPEG Tools... / Merge & Cut.
