Does NBTP2 have to be purchased at the same time as Vegas 12 Upgrade?

I purchased V12 and then went back a day later to get NBTP2/Light Blends, but the site won't recognize the promo code to give the discount.

The email touting the promo wasn't exactly clear on a buy-at-the-same-time requirement.
