can no longer apply effects to video events

I no longer can apply effects to video. I can choose an effect, select it, even drag an effect to an event on the timeline, but it doesn't do anything. If anyone knows what might cause this, I'd like your suggestion on how to fix it. What am I missing?

There's a little button over the preview -- a circle inside a square. Make sure this button is unclicked.
