Can this be done directly in Vegas?

I would like to create the same effect that is avail in the Pixelan Spice demo "Step motion" " Dream Effect".
the question I have is can this same effect be done directly in Vegas or modifying the the results from Tsunami's "Sssstutering video " selection?
I would like to buy the Pixelan software but the Vegas budget has been tapped out with the upgrade,some stock footage purchases and trying to fill the cookie jar with enough dough for the Vasst seminar in June.
I'm working on a Wedding video, which I dont normaly do.
And I have a locked down shot I think it would work for.

What with people stepping in front of your shots all the time,
trying to capture decent audio in an uncontrolled environment.
Dealing with what would be a perfect,memorable shot if it wasn't for drunk Uncle Larry either passing out in the backround or shouting obscenities at the top of his lungs!
And the preverbial subjects who think its funny if they press their face right iinto the lens!
Maybe someone could start a post on the most outrageous wedding shooting moments, bet you guys have some great stories!

Can't be done easily in Vegas, not without dozens of the same track, the correct amount of additive blur per track, offset, etc. Tsunami gives an interesting and nice/sweet effect, but it's not the same as the Dream Effect.

BTW ,Spot arethe two Sony media showcase events the day before the same just offered at different times? or are they two separate things all together

Same event, presented twice in the day. The Sony Showcase is put on twice the day before because some dealers can't do evening shows.
The VASST day, following the showcase day, is nothing but training, the showcase is more to give highlights of what the 4 softwares do.
