With a lot of work, can you imagine how much work that was to move those people around and to video.

I think each group of people is a picture (plus some effects to animate the pic) then each pictures is moved (pan/crop) over a background image.

This was made up of 880 pictures, 88 people & 4 1/2 hours of shooting. Not sure what software was used to pull this stop animation all together, but it is basically a slideshow.

Absolutely Vegas can do that. So can Windows Movie Maker. It's nothing more than creative slicing of hundreds of scenes and placing them together on the timeline. It's some of the most basic editing that can be done.
