It's a deprecated feature. There are freeware utilities you can download that do it for you.

In "VEGAS Pro 19" Preferences open the "Deprecated Features" window and check "Enable Video Capture". In "File/Capture video..." you can open the DV capture window.

There are things in the new versions, like AI upscaling, that work great on DV footage, so the workaround I mentioned will work if you decide to upgrade to be able to utilize these newer features, especially if DV capture is ever fully removed from VEGAS (it's hidden in the deprecated features menu currently). The only difference is it doesn't automatically drop the .avi in your project media after capture, you'll have to do a manual import, but the rest works the same.
