Can you clean up AVI files?

I have an avi file that is not very clear- is there anyway I can clean that up either in vegas or dvd architect? I rendered it to an MPEG-2 but that looked almost worse.I am fairly new to this so I apolegize if this is a stupid question.

Can you be more descriptive of the problem - are you talking about focus, contrast or?? This information will aid in getting useful responses.

sorry... the footage almost looks computer generated in spots, ( and it is not) and sort of fuzzy. It is a tv spot that someone gave me on cd and wanted me to put it on dvd. Thanks for helping!
