Of course. Put text media on the track above the stills. Use transparent background, one event per still.

Right, you'll find the text options in the Generated Media tab.

You can also add a little more flair by placing an animated background to the text and place it the lower portion of the screen (called the lower 3rd).

Thanks for the advice and examples. It's obviously time consuming and I was probably trying to shortcut the process of individual captions, especially given that I have generally done that already in Picasa on the fly.

Usually what I do involves another tool in the toolbox as you have discovered. I use Photodex proshow Producer to create a basic slideshow with captions and other special effects then export as an uncompressed avi file and bring that into Vegas to assemble pieces, add features that vegas supports and build the DVD from there. I really like Vegas, but there are things that other tools do much easier but together, they make a great toolbox.

For simple fixed captions I use the DrawBoard feature of FastStone Image Viewer to imbed the caption right in the image.
