a. Haven't tried but I can see no reason why not, it's only capturing m2t files.

b. Not directly that I know of, I've extracted many excellent stills form HDV but that was after capturing the tape. I'd do this anyway as it's much easier to find the best looking frame.

b) why not place on time line and set to best full and capture/copy to clipboard the frame you want?

AS Epirb and Bob suggest, putting the HD on the timeline is the best option not just because you can find the best frame easily, but that the HDV capture utility can't display the full image anyway. You want the full 1920 image, use Best/Full from the Vegas preview window. Your monitor may not display it fully, but it will capture fully.
