Windows Media Player is usually set to display DV at half resolution. Check your Media Player settings.

There TWO things you need to do.

First click on your display icon in the lower right hand corner. Once there Settings, then Troublshoot. Now move the hardware acceleration slider to Full (all the way to the right) close.

Open Media Player (assumes you're using version 9) Tools/Options/Performance again move the slider all the way to the right.

Remember if you view at double size or full screen, quality may not be that good.

Also to improve/change the look of a playing video, click on View, then enhancements then select show Video Settings. You get a brightness/contrast/hue/ saturation slider added.
