You should start the program from within Sound Forge...It can be
found in the Tools menu.

The contition of nothing happening when launching the application
from the shortcut, i.e. no error message, is a symptom of virus
infection.
Suggest that you check your system with the latest version of
Dr. Solomon, Norton or McAfee anti-virus software. Also please update
any anti-virus software with the current virus definitions before
checking. It is likely
you will find WIN CIH infection.
