What are the video dimensions?
Is WMV a necessity?

You won't have as many restrictions with newer drives. However, most of the PCs i have access to have troubles trying to read files above 3.5Mbps from CD-R media. The same drives can sustain 15Mbps from DVD media, but CDs have much larger bits and the dive can't spin them past the head as quickly.

I was thinking that the final video will be 640 X 480? I recorded the footage using two SD 4:3 cameras NTSC interlaced. I wsa thinking WMV because most of my clients have Windows Media Player so I that might be the safest to encode in.

The existing 3Mbs WMV template should be nearly perfect for your purposes. If you get stuttering, as Kelly mentioned, you may want to drop the bitrate some.

Does anyone know if it's HAS to be 30 fps? I noticed that there is a 29.970 setting within the WMV template. I see that the HD WMV templates use 29.970 fps instead of 30 fps...

No, it doesn't have to be 30fps.
