"censor" bar

so im editing home movies and there is all too embarrassing nudity of kids in the bathtub/shower. i was hoping to be able to "censor" it out by either blurring the area or having a black bar as cover-up. I can't seem to figure out how to do this without the blur affecting the whole frame, which makes it pointless to even keep it in the movie.

is movie studio not capable of doing this or am i just missing something?

Use cookie cutter 2 ways
as a black circle or bar
or put another copy of the video section you want
blurred on a upper track and blur the whole video
then cookie cutter out everything except the area you want blurred
Pan and crop to position

Here is another thought: (I use Adobe Photoshop Elements for this.)
Capture an "offending" frame and save it as .jpg. Bring it into your photo program to provide a guide background for locating the "Censored" sign. Load a transparent page to work on. Produce, say, a white rectangle for the sign then type CENSORED on it, maybe even tilt it a little for artistic sake. Drag the sign on a new layer over the captured .jpg background and position it to be effective. Now remove the background. (Drag the layer to the trashcan.)

Save the sign as .gif and be sure to save it as transparent.

Now drag the sign to the Video Overlay track on the timeline above the subject clip. If the subject moves you can use Pan/Crop on the sign clip to move it to some degree. The sign will obscure the area of the clip on the Video track.
