I have a tablet pc and use it to capture handwriting by recording the
video out.

You can add noise to get the voids in the drawn line. I would use
only one frame of noise, because when chalk is drawn it does not change.

Using a paint program I choose a black background and white
paint with a wide paintbrush.

My tablet PC has a SVideo out and I feed the signal directly into my
camera.

Start recording and using the stylus pen simply draw on the screen.
After capturing to Vegas zoom in a bit to get rid of the "Windows"
clutter.

That's cool you've got a tablet PC. I unfortunately only use a desktop. Maybe someone out there can help me with this??Ü

While this is isn't quite chalk, you might find the tutorial relevant/useful.
Apply a mask above all the other tracks, and make all other tracks children to the upper track. Then use the topmost track as a reveal.
You could also use Bezier masking for the reveal.
