Change capture pixel ratio?

I normally capture from a Sony Hi8 through an ADVC-100 converter and then into a Firewire port. Works great, captures at 720x480. Is there a way to capture directly at, say, 320 x 240 (in order to save on file size when rendering files for the web)? I can't find any way to change this in the capture utility. Is the capture pixel ratio a function of the project properties or is it unchangeable from 720 x 480. (I'm away from my system right now, but kind of need the answer today.)

The capture resolution is the DV standard. When using a Firewire for capture, it is not actually capturing but is a direct Data transfer. As such you cannot alter the DV standard during the capture mode.
