Where can I change settings and preferences for Vegas 3 without actually opening the application?

I doubt you can.

What's the problem? Have things gotten changed so much that it doesn't open right anymore? If you hold down the Ctrl & Shift keys while starting Vegas it will reset ALL preferences to the original installation defaults. Then you can go back in and change the few you want different.
