It's not possible to change the image but it can be hidden so that it doesn't show during the startup process. To hide the splash screen, go to Internal Preferences (Shift-Options and select 'Internal ...' from the bottom of the menu that opens) and then type Splash into the search field, then change overtype FALSE with TRUE in the 'Hide logo splash screen on startup' field then click OK.
Thereafter, the splash screen will not appear at startup. BTW, this won't make the startup duration any shorter.
Another option, get Vegas Pro 22 which has a completely different splash screen. To test it out for yourself, have a look at the trial version of Vegas Pro 22.
Also, the splash screen that you've uploaded shows that you have build 108 of Vegas Pro 21, the original release. There have been many updates since the original release, the last being build 315. Is there any reason that you have not been updating with each update? Hopefully you do not have a pirated version of Vegas Pro 21 as pirated versions are typically the original release and are unable to be updated.
@rafael_abelyar as Steve said, you could upgrade to VP22, or if you do not, you could just get patch build 315 for VP21 (which all have a different - and more neutral - splash screen).

To get build 315, just go to the Vegas Pro 21 listing under My Products in your MAGIX My Account and get Vegas Pro 21's installer there - it will always install the latest/last version, build 315 in this case.
Thanks a lot for the tip. The aim is not in decreasing the time for start-up. I just wanted to replace splash. For example in GIMP I just put the picture with flowers instead of mushrooms each time they make their updates.

@rafael_abelyar Gimp is not a professional application for a comparison. Vegas Pro, Premiere pro, After Effects, Photoshop, these are all professional editing applications, where none of their splash screens can be changed or altered.
Offtop, nevertheless: In future everything will be done according to Soviets' decisions. You will not be able do in only way you want. The Soviet (Authority Counsel formed by qualified citizens) will accumulate all the rational features and set the arrangement for developer unit.

Dear Steve, if you're talking about accuracy of answers, I would like to mention that the point about "GIMP isn't professional application" has nothing to do with the possibility to change the splash appearance. The answer "impossible" is a proper answer considering the "as is". This is not good in its essense, however, it informs on being of things as they are now. Dexcon noted that and I got it in the first place.
I wished I could say you will get it about what I had said at the comment earlier, but I cannot do that. At my best vision you won't.
Likewise in my other Question I just copied script and used it gratefully having weak idea how it works. I just say "Thank you" to a guy assisted me. You could follow my example.
Also I just mentioned that GIMP is closer to best practice. Saying they have some irrelevant attribute like "not-professional" sounds like excuse. My exapmple highlights how Vegas could be better.
I appreciate the assistance on essense and eager to underscore achievements, but not accepting excuses. In future essence is valued.
