Changing 30fps to 16fps

Is there either a script or tool that can be used on the timeline that will change multiple clips from 30fps to16fps (0.53%) and then, extend them to their full length? I'm using a frame scanner to capture 16mm film at 30fps. I'm currently placing all of the clips on the timeline and resetting the playback rate using "Copy > Paste Event Attributes", but then having to manually extend each clip fully to the "notch." Any help is appreciated!

Can’t you export/capture your film as an image sequence? That is what I did with all my 8mm film and it would give you “true” 16fps.

Oldsmoke, unfortunately, I'm locked into capturing the film at 30fps/mp4. Not the best process, but it is what it is. Altarvic, I tried the Vegasaur "Rocket Speed." It's great for changing the frame rate and extending the clips, but it creates a crossfade mess when two or more clips are adjacent to each other. The preferable solution would be Rocket Speed, with the addition of an Auto Ripple that would slide the adjacent clips to the right as the frame rate expands the clip. Vegas Auto Ripple has no effect on the Rocket Speed script.

The backstory...we picked up a Wolverine Data 8mm and Super 8 Movie Reels2Digital MovieMaker to transfer the occasional 8mm reels that come in. It creates Mp4s at 30fps. Not as heavy duty machine, but useful for our purposes. Now, I'm simply trying to find a way to streamline the process.

As Oldsmoke suggested, you can always export your video as an image sequence and reimport into a 16fps project. That way you are exact frame by frame at the correct framerate. I don't know if rocketspeed does that or if it is resampling to achieve correct speed.
