Chapter Marker

When I insert a chapter marker in the middle of a fade to black portion of a video recorded from TV, and then render and burn to DVD. The dvd chapter doesn't start in the middle of the black but always a frame or two on the fading in video. Any ideas why?

Because the chapter must start in a I-Frame which means you may be +/- 1/4 second from where you placed the marker.

Ah! So if I add a second or two of black, and place my chapter marker in the middle, I should be ok, correct?
