Chapter Markers from Vegas Not Accurate

I shot several hours of 720p 59.94 fps footage of an antique vehicle auction. In Vegas I inserted chapter markers as each vehicle started to be auctioned. I then rendered the files as AVC (video) and WAVE (audio), uploaded the files to DVDA, created a menu and burned a test 25 GB BD disc. The chapter markers were several tens of seconds off. I looked at the chapter markers on the timeline in DVDA, and confirmed that they were in different spots than where I put them in Vegas. Any way to keep them from moving, or am I forced to do all chapter work in DVDA?

When you render your video in Vegas, check "Insert I-frames at markers."
A chapter can only occur at an I-frame, and the GOP for AVC is hundreds of frames long (simple explanation).

I hadn't observed this, but I use TMPGEnc Authoring Works these days to make Blu-rays because of the skip chapter bug in DVDA.

I also normally use Vegas 9c because of its smart render of AVCHD feature.

I took a clip of AVCHD from my camera and in Vegas 9c I inserted markers at arbitrary points, and rendered the result. (1/10 real time.) When loaded back into Vegas, the markers were as I had inserted them.

Using Vegas 12, however, rendering was about twice real time, and the markers had shifted.

I made Blu-ray .ISO files using DVDA 5.2 or 6 for each. Rendering and processing times were about the same for each project. When mounted and played with PowerDVD, the markers had clearly change with the Vegas12 output, but not the 9c. I couldn't see any garbage at the moment of playing a scene rendered via 9c.

Then I noticed that the shift was always to the left (earlier time) and greater the more distant from the start.

I then took a much longer clip and placed two markers near the end, at 1:37:00 and 1:38:21, respectively. After rendering with Vegas 12, the markers had moved to 1:29:03 and 1:30:20, respectively. (mins:secs:frames, 50i).

An 8 second shift looks like a bug to me!
