Couple possible approaches. In After Effects its a simple keyframed mask drawn around the couple with about a 10 pixel or so feather. Then the painstaking task of going thru the shot and making sure the mask is shaped around the the couple properly. Then apply a horizontal blur to the area just outside of the mask.

The Vegas way? Maybe the cookie cutter filter with a triangle shape mask. Invert and horizontal blur the area outside of the couple. You'll notice at one point when they part...the area in between them is sharp.

Another reason to be excited about Vegas 5...the new rotoscoping tool making effects like this possible right in our favorite editor. Ya Baby !

If I'm not mistaken, Satish's Wax 2.0 plugin can do some rotoscoping, though haven't had an opportunity to play with it yet.

Well... with a simple mask for a dual layer and the radial blur effect you've got something like this. I really like this effect.
