how about maybe! For a simple first approach, have each flower on an seperate track with the flower pic with an apha channel. first mask out the flower bud of the plant(using keyframing), then using the pan and crop on the picture, zoom way out to miniature the plant. then move down the keyframe track where you want the flower bloom to show, then unmask it and make sure the plant is the proper height for the time frame, then move on down the kf track to the point where the plant will be full size, zoom to the size. Repeat the process or just copy and paste media as needed.

Vegas is an EDITOR, it edits what already exists. That's a sweeoing generalisation as any NLE can create things but in a limited way. Complex tasks rapidly escalate in complexity doing things like that, if you had a lifetime or two to spare and a PC with lots of grunt you probably could force Vegas to create and animate all those flowers.

You would however be far better off witha traditional cell animation program such as Mirage, available from this site

That's an animation effect, not a post production [editing] effect, i.e., color manipulation or transition.
