CHILD under PARENT copies movement from above, right?

I need an overlay out of focus pattern to jerk around a bit with the track it is over. Is that how Child/Parent tracks work. Using an ACTIVE CAMERA plugin to look handheld, need overlay to follow exactly, thus looking less like an overlay.

Yes, use track motion on the upper track and the lower will sync it's motion. Several Youtube instructionals on parent/child. Andrew Devis and his tutorials on Compositing has that information as well. You'd want to choose 3-D tack motion, most probably, again, on the upper track.
