Chroma keyer

I have a photo of two people and I want to put a video of fireworks going off behind them.Using the chroma keyer the overall result is very good except that the photo was taken at night so there is a black background and the people both have dark hair so it looks like the fireworks are coming out of their heads which is pretty funny but not the effect I am looking for. I tried using the cookie cutter but ,again, it doesn't give me the look I'm after.
Does anyone have any other ideas?

I guess that's a task more for a photo editor: I would 1st prepare the photo with a photo editor, where usually you have several way to remove the background, one being a simple scrubber-like erase tool, and replacing it with a transparent alpha channel. Then you can import the photo into VMS, making sure that in the properties of the photo (right click it and select the Media TAB), you specify that the source file has an alpha channel.
Then, you should be able to apply any background you want.
Alternatively,once you have removed the background with the photo editor, you can refill (still using the photo editor) with a solid color, e.g. green, and later remove it with the chroma key.
