I have a problem with the green screen video I am provided. Any time there is motion, the chroma key gives me lines through the limbs that are moving. I know it's the motion blur but is there a way to minimize it?
I wouldn't be so sure it's that at all.
If you've shot interlaced video and depending on which version of Vegas and how your preview monitor is setup you should see lines. When it's displayed on a TV the lines will go away.
That said it could be some other problem, like your video is being scaled and you haven't specified a de-interlace method in you project properties.
Hard to know without more details and seeing the outcome.
Like Bob said. Check and make sure you have a deinterlace method selected (even if you're not deinterlacing) Vegas doesn't resize interlaced properly unless you do. The artifacts you are describing sound like resized interlace comb.
I did some more digging and those lines are there in his original video but the files are progressive. I will see with him if his settings can be changed.

Here are a couple of other details I do know about his setup. He uses a Canon Legria HF M41 and uses a Linux machine to pre-render them because the files the camera produces are humongous. Sometimes, he doesn't pay attention to the end format and sends me MTS files (25 fps - interlaced) but most of the time, they are MP4 (30 fps - progressives)
