Circular masks

I want to highlight someone in a picture and make everyone else dark or faded. How can I do this?

http://www.dvformat.com/articles/viewarticle.jsp?id=28848 has an article that will show you exactly how to achieve this.
You can either build your own mask as the article suggests, or you can use the Cookie Cutter on there with feathering.
