I'd found the Output Aspect just after typing the question, and returned hoping to get away without anyone noticing :)

If you open up the event pan crop tool and right click on the image you'll see a choice of "Match output aspect ratio" This will give you a viewport that matches your project. You can then move or zoom the viewport and set keyframes as you go.

Otherwise you can do this at the track level.
