Clips rendering to 59.94 or 29.97 at random

Vegas 19: All of my video is shot at 60fps AVCHD (59.940 fps in Project Media). My Project template is “Custom (1920x1080, 59.940 fps)” (Full Project Properties screenshot attached). My render template is Internet HD 1080p 59.94 fps (NVENC); 

For no apparent reason, about half of the time the rendered clips are 59.94 fps, and half the time 29.97.  This is completely random --  Working on a single project, in the same session, making no changes in settings, rendering videos shot on the same camera sequentially (all clips showing 59.94fps) with no change in settings.

This problem has persisted despite multiple reinstallations..

Any ideas?.

It must be a different render template, no?

None of the projects or footage are interlaced are they? (fields vs frames difference?)

Thank you for your reply. You were right -- My current project included folders with 10-year-old clips -- which I hadn't realized included interlaced video. So I'm deinterlacing the clips, and rendering them as progressive. Thank you!
