Someone shared me the question:

After using "edit the event in Vegas Effects" in Vegas Pro,I don't close Vegas Effects,then use "edit the event in Vegas Effects" again,but it opens another Vegas Effects,not deals it in the Vegas Effects before,of course Win10 won't allow runnning two Vegas Effects at the same time.

So it's his own problem or software's problem?
