"Color-Blurry-Artifacts??" After rendering.

I've had no problem using these settings for the past months so it can't be any of these render settings

So... what gives? Most of the video now contains these blurry color artifacts that come and go now and then.

This is definitely interrupting my project a lot so I'd appreciate if I could have any help on this matter asap.

In Project Properties, 'Full-resolution rendering quality' is set at draft. Try changing that to Good or Best.

Not related to this issue but there's no point to setting the average and max for variable bitrate to the same value. Both are extremely high for this resolution and framerate, too.
