I just tried that (changing the settings in the color corrector and saving the preset) and it work. I closed vegas and then opened it to double check and it was still there (and worked). I'm using V4.0a. Did you give your pre-set a name then hit the save preset button?

You can even save a group of FXs as an FX chain. When you apply it you get all the FXs in the right order, with the settings you had when you saved it.
